I've thought about that too. Whereas in a Best-Of match it's needed to have a clear winner, I still don't see the purpose to have it in the regular season (ETF2L). I see no problem in just having a draw.
The only thing i've thought that could substitute the GC was something similar to what football did with golden goal.
Since the major problem with the GC is that the final point may have been just luck, I'd add an overtime (like you said) in which time the teams can score more then 1 point. If in the determined time the score is still tie then you go with the golden cap. The only problem i see with this is that this method can expand times even more (and therefore it's more tiring).
So: 30 mins limit => 10/12(?!) mins more => GC
One thing that none has touched yet was the fact that these open cups were organised for saturdays. I dunno you but my ex team really struggled to play on that day only of the week. (+ my captain didn't want to play with mercs cos "it's aids").
You also have to think about the fact the more you go down the divs more the average age is lower, and often you have those kind of people that has just saturday evening/afternoon to go out because of school or whatever. I bet that if the open cups were scheduled on the sundays there would have been more sign ups.

I use it but just cos i don't play an offclassable class (medic) officially and use it primarily in lobbies & co.

it doesn't require dx9 afaik and as long as you don't use it in ETF2L it should be "fine".
(Otherwise you may be banned for script abuse or whatever the rule it's called)
Out of curiosity: are you planning to use the spec cheats or you'll be trying to cover it live with no STV delay?
Also this is gonna be gooood: it's like a foretaste of the upcoming prem playoffs of 1/2 weeks later! I bet nothing is predictable.

If there's more than just ETF2L and UGC out there, and this stuff's regular, why doesn't someone make a big season chart or calender of all the stuff you can sign up to? (or do these already exist and I've just missed them?)

This tells you everything you'd want to know about watching motorsport. What's on, when it's on, where it's happening. If the TF2 community wants more participation in cups and stuff that isn't ETF2L-ESEA-UGC, someone needs to gather together what's on, who can play, what you need to commit, and when it's happening, all in one place, and then the community needs to hand that around,
i think comp.tf does a good goob. In the front page there is a panel with all the past, present and upcoming tournament announced. I'd like to see more people using it and contributing

This was "just" an invitational tournament as far as i understood.
That means that the winner get an invitation+1000€ to potentially go to DHS.
This doesn't mean that if the invitation is not "accepted" there can't be any other team. Those who decide to partecipate to the tournament (and are accepted) just won't have those money to help their wallets to go to the LAN.
Also i've recently spectated many games where some situations became fast just a DM fest/things chosen by the fate. That's not exactly something you saw it every. f****n. game. You can't tell me the PCMR vs CS was a match worthy of being even bottom prem. And so was some actions of the many Serpents games (i didn't watch the GF, but surely dd+5abs game has reached the very bottom). I hope i can blame this recent events to the desperate attempts to try finding some alternative ways (aka doing some mess) of beating the nameLess tactic also thanks to the recently added unlocks
These qualifiers pretty much sum up the situation of current EU tf2 level... I feel bit ashamed.
it's been just a week since the official prem teams have started playing and we've already spectated to some really messy and random games. Not exactly what you would have expected a few seasons ago (even last one).
Please change don't watch the second map of these 2 quite random teams...
