he does not have the money to make it currently but i wanted to give him a set build to think about instead of what he wants to get (a laptop). he doesn't know when to exactly build it but he said before 2017, so probably late 2016

by normal settings i mean he wants tf2 with the default settings when he first installs the game. i guess you can just say tf2 on high settings.
he wants ~60 fps
i would probably expect him to play other games like csgo and dota/league, maybe some melee on dolphin emulator. i wouldn't expect him to play any AAA games on this pc as he is mostly a console gamer.
it's so he doesn't have to buy a seperate power supply, but honestly it's fine if they are seperate as long as it doesn't go over his budget.
edit : by the way, he would rather have an nvidia rather than an amd. his words not mine

my friend is thinking of buying a computer for gaming. his budget is ~550. he has a monitor with hdmi so he'll need a graphics card that can do hdmi, and probably also dvi-d incase he wants to upgrade to a 144hz etc. i would say he wants to run tf2 on normal settings without a config or anything. he's more of a casual gamer so hard drive is alright and he will play other games as well. he wants a case with a power supply

definitely add subtitles for english and other languages so the video is not strictly for english speakers. i understand it may be a bit hard to find translators but it makes a bigger difference than you think
