Would be better if ESEA was still alive, but as far as a decade+ old game goes without a dev team it's really good IMO.

I changed the nvidia settings and it didn't really change anything, my main monitor is still outputting way lower than what TF2 says it is. Win+P just brings up a projection screen with no option to change my refresh rate (I'm on windows 10 if that makes a difference)

To be fair, you have to have a very high IQ to be an RGL admin. The bias is extremely subtle, and without a solid grasp on the wants and needs of the community, most ways to do the exact opposite will go over a typical person’s head. There's also sigafoo’s personal outlook, which is deftly woven into his ideals- his personal philosophy draws heavily from maining engineer. The simps understand this stuff; they have the intellectual capacity to truly appreciate the depths of these changes, to realize that they're not just normal changes- they say something deep about RGL. As a consequence people who dislike RGL admins truly ARE idiots- of course they wouldn't appreciate, for instance, the lack of community input on “areas of interest,” which itself is a cryptic reference to area denial done by The Engineer’s epic Sentry Gun. I'm smirking right now just imagining one of those addlepated simpletons scratching their heads in confusion as sigafoo’s genius wit unfolds itself on their computer monitors. What fools.. how I pity them.

Whenever there's an animation playing on my second monitor, my main monitor's framerate looks like it gets locked to 60. The animation can be anything from a twitch stream to a youtube video to the picture upload animation on discord. I could be in a jump server getting 500 fps according to cl_showfps 1 but if there's an animation on monitor 2 it doesn't feel anywhere close to 240hz on monitor 1.

Anyone have any idea how to fix this?

Primary 240hz monitor driven by RTX 2080
Secondary 60hz monitor driven by GTX 1050, which I got to attempt to fix the issue by having two different video output devices, but the issue persists.

I've had the HD 598 Cs from Sennheiser for like 6 months and they've been by far the best headphones I've used. They come with detachable cords so you can use either a DAC or a typical headphone jack. For me, they're worth the $250 though if you wanna go cheaper, I've had a couple friends say the HD 569/559 are really good too.
