i figured out the problem
so the text in my scatterguns vtf file had this:
// Buckets.
"bucket" "1"
"bucket_position" "0"
instead of this:
// Buckets.
"bucket" "0"
"bucket_position" "0"
i believe this was the issue because my scattergun and pistol are now back in their correct slots since i have changed it

ok so when playing tf2 right now i keep trying to switch to my pistol and i cant
when switching from melee to scattergun i have to use slot 2 which is my 2 button
i currently have slot 1 (which should be scattergun, set to 1), but it currently wont function
when pressing 7 and revealing my slots. the game shows that i have a slot 2 pistol and slot 3 melee, but no slot 1.
whats going on?
also this is only happening on scout, no other class has this issue
