Is the Radeon HD 77790 an upgrade from the GTX 260?
My budget is 115 - 130, so I'm open to suggestions.

Make sure you have both the "visible" and "enabled" fields set to "1". Then make sure the "fgcolor" field is set to "0 0 0 255", to make it black. Then adjust the "xpos", "ypos", "wide", and "tall" fields by increasing or decreasing the number to adjust the positioning. Use the scoped in sniper dot to adjust the circle, since the dot is in the exact middle of the screen iirc.
cl_use_tournament_specgui 1 in console.
r_drawviewmodel 0 to disable viewmodels when you're playing. It helps to see more of your screen.

You can swap the SSD with a monitor if a SSD isn't something you want, though it is nice for fast boot up times for your OS and other applications.
I wouldn't go with an APU if it isn't a budget build.
Make sure the color you enter into each field is in the RGBA format (4 numbers), instead of the RGB format (3 numbers). i.e. "255 255 255 255" for white or "255 0 0 255" for red.

Assuming your key binds are in your autoexec, adding "exec autoexec" in every class config might work.

My alias on Steam is Element with a capital E, but for some reason I made this account with a lowercase E, which somewhat bothers me.
I don't think it's necessary to make a whole new thread just to request to change the capitalization of a letter(s), so I think this is a decent idea.
There are mice that default at 400/450 DPI, but can be changed if you mess with the settings. What kind of grip do you use when you play?
You could also get the PSU that I had in my part list, it's $20 less if you get it in time of the mail in rebate, or the same price as that Rosewill one, while still being semi-modular, which can help you out with cable management. Though if you want to do some heavy overclocking I would go up to 500w or something.
Here's something I came up with, includes a 144hz monitor, $70 over budget. (If you have a micro center nearby)
You can get the Samsung 840 120GB SSD for $20 less than that OCZ one.
Edit: Also, no HDD or are you going to use one from your current PC?
