Random FPS drops recently

reillySame issue you here. I keep at capped at 200, but it frequently caps itself to 60 (I get 58-59 FPS during that time, so it must be a cap) for a few seconds. At first I thought it was capping to the refresh rate for some reason, but then I realized I'm running 120hz, so it's not that.
You players that are dropping to 30FPS, do you all play on 60Hz monitors?
i play on a 60 hz monitor and i get a 60 constant, so i guess there is no correlation between the monitors refresh rate and and the frames that it caps at.
