Personal experience (with a laptop 10x worse then this that is capable of getting 100+ frames)
-Process Lasso with the gaming mode.
-Fullscreen.
-Disable steam cloud, back up your maps/custom/demos, delete the tf folder and verify cache.
-Disable the overlay.

EDIT: Graphic cards don't make a major difference in tf2, as the game is mostly cpu intensive.
I don't know because i have a really bad hp laptop with a cooling stand made out of jenga blocks and i can easily get constant 60+ (100+ in spawns) fps with maxframes + stabbysfps. (i dont use no hats)
I really dont understand why people get constant fps drops, it might just be tf2 and the somewhat poor optimisation.
Also have you disabled steam cloud before reinstalling. You also dont need to reinstall the entire game just back up your maps/custom/demos, delete the tf folder and verify game cache. It takes less time.

You need to go through the client scheme look at rays' font/colour definitions. And then replace the ya/hudas fonts in the files with rays' ones.
Now this is the harder part.
If you want to keep original fonts you need to add the font definitions from ya/hudas, add the font to the font folder (i dont think rays uses a font folder acually, messy rays :p)
The fonts is usually located in resource or resource/fonts.It should look something like this:

But a lot of these (make sure any definitions don't stack/aren't the same as that would brake stuff)
And go to the bottom of your clientcheme.res and find a font definition and copy it with the ya/hudas font name (the actual font name that you put in the font folder)and the location of the font Then you can copy the spec hud files. It should look like this:

ComangliaAlso leaving "-dxlevel 9x" in your launch options would give you a small boost to your overall framerate and guarantee that you're on the right dxlevel.
Leaving -dxlevel in your launch options does not improve fps. It's actually bad because you are making the game turn everything into -dxlevel x every time you launch when it already is that. Also your dx level isn't magicly change if you do nothing to it. I also heard some people have alt tab problems with it.
EDIT: Even in chris' config he mentions taking it out.

Its down to personal preference, but i personally like the heal beam because it makes it clearer who im healing. But if you like not having the beam its up to you really.
