Firstly, I am in support of the quick fix. I think it would definitely be fair to remove the ability to cap while quickfixed.

Even as an advocate of the weapon, it should have been banned until next season. However, as it was not, and has already been used in a match that had LAN implications, it would also be silly to ban it now. It would be unfair to mad men, as they were eliminated from LAN contention by an opponent that was using the QF.

tl;dr

it is a bit of a mess but I believe the best action at this point is no action.

because everyone knows rock paper scissors is the perfect competitive game

How is that rng?

Because in rock paper scissors neither player knows what the other is going to throw, which makes the game random. It's a stupid comparison because it's not hard to figure out what medigun the other team is using and react to it accordingly.
Noone knows when/if the medic will change mediguns.

Example:
It's after a midfight...

Both medics went down.

Their med changes mediguns when he dies and spawns quickfix, your med spawns medigun.

Their charge builds faster and they wipe your team with it.

this statement is perfectly true if you replace quickfix with kritz as well

few want to pony up $830 or $10,000 which leaves $20 and $80,000. I don;t think enough people will care about it for the $20 option to be enough so it depends on if enough businesses invest in the 80k. They probably should have gotten some venture capital money (i dunno if they did try or not), 32 million is a lot to crowd source for such a device that only nerds will appreciate

I would absolutely love to be wrong I just don't see it happening without quite a few 80k perks selling.

edit: would be more along the lines of angel investors than venture capital

Available with various switches and has outstanding build quality (same manufacturer as Filcos iirc) for a very good price ($70-$90).
