if teams wanted to concede and not play garbage time they'd leave the server
the only thing it really negatively affects is the production, which can easily just stop showing the shitfest occuring and talk for a bit (though it does delay logs and post-game interviews)
^ and that's in cfg/autoexec.cfg and the class configs (cfg/scout.cfg, cfg/soldier.cfg etc) (don't worry if they're not there)

most likely you've just forgotten to plug some cable in. make sure the phat cable (i forget the name) next to the cpu is plugged in and double check all connections
if that doesn't work you shouldnt need the mobo speaker to boot up, i'd recommend trying to boot with each stick of ram individually and without your graphics card just in case one of those is the issue
i cant find a download link for that but those are typically distributed as files like 'nosmoke.vpk' and 'nohatsmod.vpk' or something. look in your custom folder for a vpk or folder that sounds like those. if it's distributed as one vpk then you'd need to edit the vpk using some program which you can probably google

at my worst i played the hl open with like a 13" 1366x768 AMD HP laptop which ran at like 90+c and about 60fps on my lap on a sofa using the sofa cushion next to me as a mouse mat with a wireless mouse that kept missed clicks
now i saved up and have a full desktop with a 144hz monitor, nice keyboard/mouse etc
