UGC/RGL admins Reno and Steph have asked for people to directly send information regarding anyone (https://www.teamfortress.tv/post/965549/have-a-seat), and if you have concrete evidence you're able to report it to the relevant authorities.

i still saw choppiness when nothing was moving on my main with a 970. at the time (which was a few years ago) the options were:

• set your main monitor to 120Hz (works since it's a multiple of 60). you still get some choppiness though. for me it was minimal and only on the 60Hz monitor which was ok for me
  
• disable hardware acceleration in firefox, which'll kill your video decode performance (might need to perform scaling on the gpu too, instead of the display?)
  
• buy an amd card which doesnt have this issue

for those who haven't read many academic papers, the most efficient way is to:

• roughly read the abstract, introduction, conclusion, section headings. trust everything you read for now.
  
• read any interesting sections (based on the headings), focus on the beginning and end of them. the more the better
  
• then think about it critically, considering counter-arguments/assumptions made
