try it, you can find them in some lawena folder. try sv_pure 0 in console, then go to some local server (map cp_badlands or something) and shoot some rockets to make sure the resources are loaded, then go to a regular server (valve casual is sv_pure 2).
you might be able to use them on some community servers that use sv_pure 1 or even 0

those are the optional explosions/sticky trails and stuff included in lawena, i doubt they work with sv_pure 2 but they might work with preloading

you can, but i believe you need to set your faceit region to eu first. bear in mind there's an equivalent NA cup the week after

So whats the game plan guys? How are we as a community going to make this update BIG? I mean BIG. This is a make or break it update. We need to advertise this everywhere, once it is released. If we want TF2 to survive and thrive, we need to spread the word.
This is going to be larger than the usual tf2 update, and probably the most important.
this shit has been said about the last 2 or 3 updates for the past few years
