Problem Fixed. So after Deleting my Team Fortress 2 folder completely! and EVERYTHING inside of it. I reinstalled tf2. but when I reinstalled tf2, the Team Fortress 2 file did not appear. so i asked myself, where are the files being loaded from? So i went into Properties and browsed Local Files, and I got this

As I investigated the contents, I saw there was no autoexec.cfg inside the tf/cfg folder, nor were there any folders in the custom folder. So I tried putting my files into THIS custom folder, and it worked. So it seems I have to access my files this way from now on. Thanks for the help everyone!
I fully reinstalled windows and wiped my harddrive because I got a new motherboard/processor.
Currently, There are NO files associated with TF2 on my computer, and somehow, I can still open the game.
And if they are loading my cfg/hud files from those two vdf's then i have no clue how that happenned. I literally just installed Steam today.
When I launch tf2, it says this in my Console btw, I dont know if it matters or not.

The most likely thing I can think of is steam cloud fucking up, that thing is a bitch. Try enabling steam cloud inside steam, then disabling it for TF2 and make a new cfg file again. If that doesn't work, disable it inside steam for all games too (unless you need it for another game of course).
Steam was already enabled in Steam and disabled in TF2, so that can't be it. I'm going to try disabling it for Steam aswell and see if it detects my cfg files. It seems as though it isn't detecting my custom folder at all.
Possimpiblemake sure you have "Show file name extensions" enabled and files are actually cfg, also make sure files saved are in right encoding - im not sure which one is right, but i think someone mentioned that tf2 cant read some encodings.
I saw this solution in a previous thread for someone with the same problem as me. Except their HUD still worked and mine doesn't. I do have "Hide file name extensions" disabled, and they are actually cfg. I'm not sure how to check for encoding though. ANSI is default though.

Sideshowok so for starters your cfg should be in there with your hud, i.e. the path for autoexec should be tf/custom/userstuff/cfg/autoexec.cfg. All those "cannot find" errors are due to that. Put them in there and try again, might not work but you'll be 1 step closer.

I guess I should mention that all of my launch options work except for -dxlevel 81 aswell.
FLOWEROh i got confused my bad. Also my pc seems to have some problems with autoexec so i made a flower.cfg config that i execute every launch that works for me.
Hmm I'll try that but it still doesn't explain why tf2 won't read my HUD either. This is strange.
EDIT: So it seems that any cfg I try to exec in console that isn't my autoexec I get this error.

This is when I tried renaming my autoexec.cfg; yet when it is actually named "autoexec.cfg" I dont get the error, as if it worked, but nothing changes.
all of the files are correct and my cfg is already in tf/cfg :< I did also try to have my cfg in custom but that didn't work either.
So basically I got a new motherboard + processor, upgraded, reinstalled everything, downloaded TF2 and my files were backed up on Steam Cloud. They were exactly as they were before, yet when I launch tf2, it doesn't exec anything. I have tried multiple variations of directories as far as where I put my cfg and hud folders. When I try exec autoexec.cfg nothing happens, but when I try to do a class cfg I get this:

I also don't recieve the Chris Max Frames' loaded message in my console when my game starts.
