What's going on in the video is that the pyro bots are running into flame particles as the player switches to the flare gun; if they were moving away or strafing it'd probably be harder if not impossible.
edit: in the vid below you can see how the pyro leads the victims with a stream of flames so that the flare hits the same instant as flame particles. pretty impressive!

E would win. Pyro's dont burn so the crit flare wouldnt apply, and E has better shotgun aim than I and would probably put me down like a rabid (or . . . raw) dog.
