Try GOVT pugs! It's based in Bangalore, India.
We allow anyone from professionals to players little over 300 hrs in the game to try competitive TF2. Plus we offer a new method of picking teams!
We tried to bring the idea of the established 'PugChamp' to bring in captaincy system. The captain gets access to an ingame plugin which lists all the players that have 'rolled' and players get picked in '1-2-2-1' system, to bring in some sort of balance in the game. Captain can then designate players to their respective classes.
This is heavily inspired by PugChamp but consider this, they do all of this with a single plugin, no website
