I think it varies a lot, depending on the university... at my university, the speeds were incredible (many times that of my home internet).
Players have to have their in-game name be the one that they're commonly known by, so that they can't alias as animelord420 or something.

I just tried connecting to #tf2mix through atf2.org and found that I was banned from not only #tf2mix but also #tf2.pug.na (which I haven't participated in):
