I like Zillis's build because haswell does perform significantly better than ivy bridge, but I would swap out the power supply for this:

It doesn't make sense moving the same number of people up from open when there's a new division being formed above it. Top 4 from Open to main, and 5-21 into IM. Top 10 from IM go into Main as well giving us a 10-12 team main and about a 24 team IM considering how many teams die in the off season.
edit: maybe top 2 from open instead of 4 because 3 and 4 probably wont be competitive. 2-11 for IM to Main because the top team should go to invite.
