Why is the cowmangler banned?

idk if its just me but i also wouldn't like the cowmangler unbanned because i like to use the original over the stock rocket launcher and by unbanning the cowmangler i am forced to use the right side shooting of the stock rocket launcher to not be at a slight disadvantage
