No, when I say RAM I mean RAM. What's the advertised/rated speed? 2400 MHz isn't great for Ryzen.

That was 10 years ago. It was removed because idiots throwing random command line arguments around tended to break things.
100% fan speed at all times is certainly an interesting profile.
That CPU does not have integrated graphics so I'd be very surprised if you had managed to use a non-existant iGPU.

Is this on a fresh windows install or did you go the lazy and monumentally stupid way of just plugging in your old SSD/HDD as is?

Steady fps in tf2? I don't think so.
Otherwise see #3538. Just getting to 144 fps is possible with almost ancient hardware.

There is no iGPU in the 2600.
Turned off fan, <900 MHz, 54°C looks like normal idle state to me.

No, that's not normal.
Check temperatures, wouldn't be the first time someone fucked up the cooler installation.

Any additional details for the RAM? It wouldn't be that drastic but it doesn't hurt to double check that it's set to the rated/maximum frequency since something has clearly gone wrong.

FYI it should start throttling at 90°C.
At 100°C it'll instantly shut off to not catch fire/melt. That is not a normal operating temperature, it's the absolute maximum temperature which you should never reach, let alone exceed because that would mean all protection mechanisms have failed.

It's not optimized for Intel. It took Microsoft years to get the scheduling right for Intel HT/SMT, it took them years for AMD CMT and to no one's surprise AMD SMT/CCX scheduling wasn't perfect from day one either.

Honestly if a guide recommends to disable half the cores you paid for you should ask yourself if that's advice you want to take. Even before considering that we're talking about half a microsecond.

Always remember that USB mice are polling based at 1000 Hz (unless you do weird shit). That means the input is only processed in 1ms chunks. Which means your average input lag from the mouse can never be lower than half a millisecond. The interrupt latency changes is 1/1000 of that. Do you really care that much?

G-Sync though. If you drop to 280 fps in the middle of a fight you still get 280 Hz smoothness.
Or 250. Of course if you buy this to upgrade from 240 to 250 Hz I'd really question your life choices. But theoretically a 240 Hz monitor with G-Sync/FreeSync should always be better than or in the absolute worst case as good as one with 144 Hz. Same applies to 360 Hz + Sync vs 240 Hz (+Sync).

The big question is the price and how good it'll actually be beyond the theory.
This could very well be to 360 Hz what the VG248QE was for Lightboost. Aka "it works, but I really wouldn't want to look at it".
Give it a few months or a year or so to fix the worst issues and we might actually see decent 360 Hz monitors. But I'd always bet against the first product getting everything right.

It's unsurprising that a 240 Hz or even 144 Hz monitor like the PG278Q would not be run with enough overdrive for 360 Hz when that ruins the quality. What would be the point?

Also why do you even bother comparing monitors with different version of the same panel? The one with the oldest 240 Hz subversion (M250HTN01.0) is the worst and the one with the newest (M250HTN01.9) is the best. Again, what would be the point if it were otherwise?

And it's not about the 24.5" panels being a tiny bit faster, it's the fact that that 360 Hz is basically guaranteed to use the next subversion of M250HTN01. Probably M250HTN01.B or C (A is 75 Hz). Maybe if nVidia can convince to lie about it they'll use a different part number but it'll still be the same panel.

Well it is G-Sync, which is pretty much the only sensible way to run 200+ Hz. Constant 360+ fps obviously aren't going to happen.

Correct.
Unsurprisingly a game released in 2007 does not use a DirectX version released in 2015.
Neither should you expect an OS from 2015 to come with a DirectX version from 2002 or even 2000.

I think the oldest pre-installed DirectX on Windows 10 is DirectX 10.
