that was 4 years ago...your point being? the tf2 community on esea is still a tiny fraction of the cs community on esea, even now that it's been consolidated to 1.6 and go. i'll say it again: i'm willing to bet the tf2 community is still a money pit for esea. they pay to keep servers online that you only use come match time. keeping servers that are rarely (if ever) used online is a waste of money- ask anyone who hosts them.
