There's five major criteria that you need to consider when evaluating roamers. It's not so simple a question that you can just name your favorite player (that most of us never even played with outside of pugs) and call it a day.
Better hair: I'm leaning blaze on this one, but it's actually pretty close. Seagull just kinda lets his hair do whatever the fuck it wants, and I can respect that.
Consistency: Leaning blaze, but, again, it's closer than it looks. Sure, blaze did it for longer, but Seagull played the game in many eras and was super relevant in all of them. Both seem pretty versatile/not limited in their play-styles too.
Impakt:: Seagull. Blaze played for a dream team. Seagull had to carry harder.
Times player hugged sezco: not sure on this one. I know Seagull has hugged sezco at least one time, but blaze could have done it too, so, I'd need to do research or hear from more sources.
Cool factor: Blaze was always super chill in bball/pugs, but he hangs out with clockwork. Don't get me wrong, I like clock, but (I think I've said this before), clockwork once told me that he was going to get ice cream with a girl, but he didn't want to eat any because he would get cold and didn't want to look cold in front of the girl. Stop. Go back and read that again. That is actually the single wackest thing I have ever heard a tf2 player say, and if there's even a chance that Blaze condones that sort of shit, cool factor goes to seagull.
So, there you have it, it's too close to call, with Blaze and Seagull each taking two of the categories, and the last being unresolved.

I feel like you have to consider the impact within their respective era. Mechanics have improved a lot, but that's more testimony to how long the game has been out than it is to the actual players being mechanically superior.
Pyyyour changed the game every time he played - he's in the conversation.
Shade has consistency (whether you think he's consistently good, or just consistently on b4nny's team). I remember at i49, when everyone was on Mirelin's dick (deservedly so, he's nuts), a lot of cats were saying Shade was "choking" or "dropping a lot" and Mirelin was better. Of course, they just saw a couple moments on stream - it turned out Shade and Knoxxx died less/dropped less than anyone else that lan. You could say that's because of their supporting casts (idk, though, TCM was pretty fucking good that lan, and Shade's supporting cast was trash.com... he had Cyzer and Tagg for fuck's sake) - either way - Mirelin had the sexier jukes and the flashier plays, but that doesn't really make him a better medic (kinda like how div 8 players thought Kaidus was the best demo because he "hit crazy bombs and had the fastest rollouts"). Good medics are clutch in stupid situations. Great medics don't get in stupid situations. Shade is in the conversation.
Harb was actually super underrated for the same reason (idiots who base their judgments of players off two or three stream highlights). He was all in - high risk, high reward. When it didn't work, it didn't look good. When it worked, it was next level.
Knoxxx, Harb, Mirelin - maybe they're in the conversation, too. At the end of the day, though, it's just a conversation. Everyone wants to put shit into a neat and tidy box and say "X player was better than Y player" - but it's not that neat and simple, obviously.

"Valve's TF2" isn't relevant because Valve is exceedingly ignorant to the mechanics of their own game. TF2 was an accident. Look at rocket jumping - go watch videos from 2009, then watch recent videos. No one saw rocket jumping evolving the way it has - and that's just one tiny part of the game. Back in the day, scout was considered "the hardest class," people thought being good on scout was like a miracle of finesse or something - then people figured out how to play it right. Valve had no idea how the game would evolve.
Thus, when it comes to balance and tf2, valve is clueless, and they've demonstrated that over and over. Remember when reserve shooter got a buff for some reason? One of the most busted weapons in the game got BUFFED. Hello? Valve doesn't know anything about tf2. Their "vision" of TF2 doesn't matter.
And before anyone calls that an elitist mentality or some bullshit: Valve's vision of tf2 definitely wasn't 2fort with 13 snipers, engies building random shit underwater, and no one trying to cap the intel. It certainly wasn't trade maps with 12 year old Bulgarian kids trying to buy unsuals for 3 scrap metal and an uncraftable jumper's jeepcap.
The toxicity/better community/"voice of the community" idea is just more evidence that he's doing this shit for his own ego.
What if 7v7 actually took off? What if it was either a really good game-mode (lol) or it just gained a bunch of traction?
The same people who are the "voice" of 6v6 would be the voice of 7v7.

Absolutely different.
When 4's came out, people in the 6s community were largely confused as to the purpose of making such a game mode. Just about anyone I know who played it treated it like playing pubs, or not much less casually. Also, as far as I remember, no-one was trying to promote it as an alternative or superior mode to 6s.
Ultiduo is a minigame, like bball. It requires very little commitment, and doesn't pull anyone away from another game mode. Further, (unless a lot's changed) it's primarily used as a training mode for 6v6 games - a variant of DM or MGE.
People aren't annoyed that he isn't putting money into 6s.
People are annoyed that he's endorsing a format - not because the format has any merit - but because he has a personal vendetta against a game mode that he has no relevant experience playing. He isn't pro-7v7. He's anti-6v6.
A player that is abundantly ignorant to 6v6 tf2, why the "meta" exists, and the nuances of the format has a beef with "the meta" that he doesn't even understand.
Players far more experienced disagree with him... but hey, screw the evidence, screw the opinions of people who've been around the block. 7v7 is the way to go!
His same logic can also be found in pub players who have never played comp (or people who mained an easy class in HL, oh wait), who've never played 6s/have no real understanding of 6s but somehow insist it's an objectively bad game-mode - either presenting zombie arguments like:
"I can't play the class I want"
or completely baseless, and generally uneducated opinions like:
"The meta is too strict and stale."
The only difference is he's throwing money at a tournament and the rest of them are just shit-posting on reddit.
6's has plenty of problems, but not because Sigafoo says so.
Also, people who think one community is more toxic than another because of the game-mode they endorse... like, bruh... really? lol. Come on.
