Is this because you don't want your GPU running hot all the time or is there another reason why you might not want max. performance enabled?
personally id recommend adaptive. with max perf my gpu fans run full all the time, with adaptive they go slower when im on my desktop. i dont notice a performance difference
So it ends up just being a thermal performance thing. I'm curious because I use a blower card (reference 980Ti) and my thermals are pretty decent because TF2 is so poorly optimized to use GPU power as opposed to CPU.

I was able to remedy the problem. I reinstalled my OS and I fixed all the network driver issues.

However, I am now unable to connect to the steam network servers when I try to log on through their client. I know that my school does not have steam banned, as my roommate is able to use it.
I have disabled antivirus stuff and reinstalled steam so I am not sure what to do.
