I just had a blast playing with some familiar names as well as a few not so familiar. It seemed like everyone was having fun, and I even got to teach some guy how to rocket jump. He said it was his first game of TF2 and seemed to be having a great time. That's an A+ in my book.

G1i dont think you have to have a banned items list. i dont even think you need class limits besides everything limited to 2. Not sure why some people think this is going to transition straight into esea sixes. let random pubbers come to their own conclusions as to which class and which items to use.
The idea is to let people feel comfortable with the 6v6 game mode thats all.

This. There's no reason for any limits on weapons, and the only class limits would be a limit of 2 per class. From there, people who have no idea what 6v6 is will need to experiment with the classes they can play and figure out what works best.
One time I was playing Badwater and as soldier with gunboats. I jumped backwards(with like 185 hp left after the jump) right as an engineer shot one volly of pomson 6000 lasers at me. Each of the 3 or so balls hit me in the air 3 times in a row and I died mid air. I was really mad. :(
I just did a quick google search to make sure the payroll tax cap was what I thought it was. I thought I knew it but then I said to myself, there's no way people could be that stupid! Sure enough, for every dollar of income over $106,800 you don't pay any social security tax. Who the hell thought that would be a good idea???
Try extracting a fresh copy of TF2 from your GCFs. Backup your cfg, scripts, resource, and maps folders as well as your demos, then delete your "team fortress 2" folder. As far as I know, you won't have to redownload the game because you already have the GCFs, and it'll just extract a fresh copy. If you still have the fps drops, try -autoconfig in your launch options. And if it STILL persists, you might want to start looking into any issues outside TF2.

When everyone complained about standin, the more cap points you owned the longer your respawn time was. That mechanic has been reversed so now if you own 2/3 points you spawn faster than the team with 1/3 points. Unfortunately the time it takes to revert cap points is hard coded into the game and can't be changed unless Valve adds some sort of function for that.

This is AMAZING! Seriously though, this channel could become ludicrously popular if it keeps up the short clips on a relatively consistent basis. Post this on the SPUF as well.
Open the Network and Sharing Center, then click "Change adapter settings" on the left sidebar. From there, right click whatever device you use and select "Properties." Now, double click "Internet Protocol Version 4(TCP/IPv4)" to view it's properties. You can set a static internal IP for your computer there, although there shouldn't ever be IP conflicts on your network if your router has DHCP enabled and both computers are set to automatically obtain their IP addresses.
Also, take this with a grain of salt since I don't really have a formal education on it and there are probably people here that know a lot more than I.
Did you already try backing up your configs/hud/demos/other things, and then delete the "team fortress 2" folder in /steamapps? I don't think you'll have to re download the whole game, it should just extract a fresh copy from the GCFs.
EDIT: As others will probably say, TF2/Source is most likely bottlenecked by your CPU if a fresh copy doesn't perform like it should. You could try overclocking your CPU if you're comfortable doing so, it should be rather easy with an unlocked Phenom.
If you're going to do a full POV and not a frag video just use whatever HUD of your choice, you could even use default HUD if you really wanted to. Either way, a video that long with nothing to really focus on(i.e. kill notices, hp, damage, how large your balls are, etc.) could get kind of boring.
