Getting horrible frames with a decent gpu

i3 at 2.9 GHz should be perfectly fine for tf2, the damn game is over 5 years old.
Have you tried rolling back your graphics drivers? Might be worth a shot. I don't see anything with your rig that should be a problem unless you have faulty hardware somewhere.

WHICH IS A BADASS GAME
PVKII is a great game
Age of Chivalry, a different game, used to be basically the worst sourcemod ever made, then the dev team abandoned it in the hopes people would pay money for the same game on a new engine. That one is Chivalry: Medieval Warfare or whatever it's called.
