Don't use any configs. Just max your in game settings, make it the res you want, put cl_draw_only_deathnotices 1 in the console and then startmovie.

I never said he does cheat. Though there is probably something more to it than just banned for cheating. A lot of the people who get picked for "overwatch" would have no clue how to spot a hacker, they just turn on xray and the first sighting of something fishy they mark it down as Majorly Disruptive. The system has its flaws but if enough people say he was cheating this happens.
