anyone is allowed to make announcements so don't be afraid to start your own games. from what i see, most people don't care if their teammates are a lot worse than them as long as you don't troll or throw games. don't be discouraged if you think you suck.
personally, i like to get one or two people i usually play with before i start using the group to fill up the rest of the spots.
