try Leatrix latency fix, its just a TCP No Delay fix which has been known to help a lot of people in WoW
try using a VPN like WTFast, this allows you to force your connection to route through a certain point, if you are having routing issues. make sure the VPN has servers either near you or near the destination server (but honestly anywhere in the globe or space is better than a routing hop which gives you 6k ping). you can run a traceroute to a WoW server to see if there are problems with your routing.

wi have another question (dont wanna make another thread). i recently changed from fps_max 132 to fps_max 289 and i felt a difference in sensitivity between 132 and 289. is there a physical difference in terms of actual inches/360 when going from degree a to degree b or does it only make it feel "smooth" when tracking between prevoiusly said degrees
raw input is on and i use a 60hz
it will just be more responsive. which may make it feel like a slightly higher sensitivity.
there will not be any physical difference in inches per 360 (unless the game has some really shitty code which is not the case for tf2 unless you use mouse accel)
also hz*2+1 is bullshit.
if you understand how the game interacts with your video card/monitor 289 is just another fps setting, no better than say 300.

I use 500hz because it feels more consistent and stable. depends on your mouse/driver also.
500hz is not going to give you higher perfect control.
surface tuning is mostly a gimmick.
it can change the lod I guess.

theres a bunch of things you can try such as changing your arm position (like lay full arm on the desk, or just your wrist, or full arm but sideways/diagonal etc), play the style that constantly picks up the mouse and recenters, raise your sens.
