SetsulSettings? Especially the stream makes quite a difference. 320*240 at 15fps runs on a toaster, 1920*1080 at 60fps means i7/Xeon minimum.
Also if you're going for minimum there will be fluctuation.
Comanglia settings, 720p 30 fps for streaming. Also what about without streaming? Obviously that would make a big difference as you said, but how big in terms of price?

What is the cheapest possible build I can do that will be able to run and stream TF2 and CSGO (mainly TF2 though) with 120+ frames without too much fluctuation? Don't have any old parts that I can recycle and reuse. I would like to have an SSD, but it is not necessary (I really just want to use one, haha). Reason being is because my current laptop is on its deathbed, so I would like to build a computer as soon as I can.
