Not necessary. There are umpteen in-game cues that one can use to sync up clips. I like to use kill notices to sync up two clips that are of the same scene, but a different duration.
Of course just having the clips be in sync to begin with (as zigzter suggested) is the easiest, but it's not always the most efficient, such as if you have a 60 second clip, but only need to sync a 3 second clip to it. There's no reason to record a full 60 seconds of footage for the smaller clip if you can use other cues to sync.
I could never get them to sync up perfectly if I didn't use the record-from-tick option.
Even if it was at the exact same time, a player model on my screen might be a tiny bit to the left compared to the original, and I wouldn't be able to get the exact same frames.

enigmathe idea isn't to create a new stepping stone into the current 6v6 format, but rather to replace it with something better entirely, to the point where the officially supported 6v6 lobbies are both the competitive and (semi)pub format
Then you still have Tagg's concern where it'll divide the community, because there will definitely be a good amount of people who still want to play the current 6v6 and have nothing to do with the new one.
I think something like what CS:GO has would be a better idea. Let the league players run their own thing, but have two gamemodes (one a lot more casual and loose, and one that's more similar to what the league players play) that are built into the game.
Sometime in the summer would be my guess.
