jp_mat_picmip 3 was the issue. I thought worse texture quality was suppose to help with FPS

can confirm has been the case for me since even before 64bit, mat_picmip -10 gives the most FPS by far on my benchmarks

Decent cpu for the price (~90eur). In 6s, outside of midfights it can get over 240 fps pretty stable. And changing picmip gave a surprisingly large boost for this setup
