Can u re-enable negative values for /scripts/hudlayout "CDamageAccountPanel" "ypos"?
For values > 0, the damage appears over the enemy skin, specially when i have height advantage, which messes my aim :( I used to use "-20" on 2.5 version, but know the damage disappears with neg values. I've tried changing resource/ui/HudDamageAccount values, scripts/hudlayout/HudDamageIndicator and CDamageAccountPanel with no success..thx!

I'd bet that your notification icon is blocking the gamemenu buttons. At the top left of your screen, when you load tf2, look for this icon and click it, which will make it disappear. After it's gone, you can click the main menu buttons.

Edit resource/ui/TextWindowCustomServer.res:
Change the "wide" value of all the elements and then change the "xpos" value to "c-[half of what you added to wide]" to keep them centered.
example:
change the attributes on "BG" from:
"xpos" "c-190"
"wide" "380"
to
"xpos" "c-290"
"wide" "580"
Same goes for tall and ypos if you wanna change the height.

Which timepanel? The normal round timer on top? If so, try reinstalling the HUD, then not modifying anything and starting up TF2 like that.

You might also go open your clientscheme.res with Notepad++ and change this:
surface23shadow

into this:
