Could someone explain to me what it is and should I have it on or off?
I've been using it since I started tf2 and only recently has someone told me to turn it off.

Do you like mouse acceleration? If y, leave it on, if not, install a mouse accel fix and turn it off.

It's basically a windows version of mouseaccel. Most people tend to think accel is bad because it's inconsistent, but some people use it. However, even if you like using accel, it's probably better to use adjustible ingame accel or an outside client that's more consistent (http://teamfortress.tv/thread/5067/ql-accel-driver).

If you want to use mouse acceleration, leave it on. However, TF2 also offers mouse accel, and I'd recommend not to use the two together. I'm not saying that you shouldn't, but that's just my recommendation.

TF2 Mouse Accel
+Easier to change acceleration level
-FPS corresponds with mouse accel

Windows Mouse Accel
+Not FPS dependent
-Not that easy to change the acceleration level

but if you don't want to have acceleration then just turn it off.

if you are making shots that you are happy with (and more importantly comfortable with while improving) keep using it. If you think turning it off might help you improve, mess around with it and decide for yourself. everyone is different and their opinion doesn't always reflect on how you feel.
