I want to get a new graphics card soon. THE frames per second I get is painful, and I have ~200-250 to spend. What should I get? I want one that will last and that gets me good frames.

if your cpu is slow then you wont benefit from a $250 video card. What cpu do you have? Also Make sure your power supply is enough to power a new gpu.
durban is right, you generally want an i3 or i5 processor(maybe an i7 if you want to stream) to play tf2 with a higher frame rate even with dx8 settings. (think 200-300 fps)
Keep in mind if you upgrade your CPU that often means upgrading your motherboard as well.
So you can certainly try upgrading your graphics card, but that doesn't mean your CPU won't bottleneck the rest of your system especially when playing TF2 which is very processor intensive.
I'm pretty sure enigma mentioned he was running a 9800 GT a fairly old graphics card at this point but he had purchased a new i5 2500K and was averaging 200-300 fps.

You can't even get stable 200-300 FPS with an i7 2600k + GTX 460 + 16GB DDR3 @ 1080p DX8. That is how badly they have fucked up performance in TF2 with all of these shitty updates, there has been a noteable decrease in performance after the Halloween event update.
OP, just watch this subforum and when you see something that catches your eye and the comments within the thread are good, then pull the trigger. Right now there are a few deals, but I dunno if I would pull the trigger today. A little closer to Christmas and some great deals should start showing.

It varies from computer to computer. I can get that kind of fps on my old AMD 955BE + ATI 4870 + 4GB DDR3 1080p using DX9 frames. On the other hand i know a guy with a i5 2500k + GTX 670 + 8GB DDR3 who struggles to keep 100FPS.
Most of these problems i noticed seem to occur on Nvidia video cards 4XX series and up. Most people with ATI/AMD cards and pre-Fermi seem to be relatively fine. I can still run this game great with a graphics config on my Core 2 duo @ 3.4ghz + ATI x1950 + 4GB DDR2. Granted i have had FPS drops but not anything near what everyone else seems to be having.
It may just be a coincidence caused by small sample size but i would say it is worth taking a hardware/performance poll over.
