They certainly haven't gotten everything they wanted, but I'm still super hyped to see how Liverpool does this season. Mane and Salah as on the wings could be deadly.

Everton being my fav team in the league, i'm quite happy with the transfers so far, hopefully they can do well this season.
Everton spent 60 mil on 2 decent premier league players who shone for relegation teams thats not a good window they also didn't replace lukaku
Chelsea aren't going to be as good as they were last year: Morata is good, but he's untested as a main striker and isn't as good as costa. Rudiger is a good signing but let's face it he's a 30 mil benchwarmer. Bakayoko will do well, but he'll take some time settling in. not signing a left-back would be a big mistake as Alonso lacks competition and there really isn't a decent replacement now that they sold Ake.
City spent massive but they've essentially revamped their entire defense, losing clichy zabaleta and hart. it doesn't look like kompany is going to start ahead of otamendi either, as guardiola seems to prefer stones. they're good individually, but it's essentially a young group of stars who will inevitably lack cohesion.
Man U need a center back and they'll be strong. matic will bring out the best in pogba and lukaku is going to be even better
