After playing TF2 today, I noticed something was odd with my game. Player models were sliding around all over the place and my animations were REALLY slow, as if I was playing back a reduced-speed demo. When I play locally, EVERYTHING feels like I was playing said reduced-speed demo. Actually recording a demo fixed nothing, verifying integrity came back clean, even tried hud_reloadscheme. Other games work just fine (Serious Sam 3, CS:GO, STALKER, etc).
I'm running Chris's DX8 maxframes config if that could be the root of the problem.

Should fix it, it sounds like an issue with this command. It seems like random variables were messed with (at least sensitivity), and resetting them fixes them. Doesn't seem to affect everyone, though.
Edit: Maybe you're getting too little fps. There was a bug where your game would speed up at very high fps rates; maybe this is like that.

Verifying integrity was the first thing I did. Config caps fps at 120. Tried switching to the DX9 maxframes config, same problem.

Maybe try uncapping it, although I don't think that will work. It could be that the only option is to reinstall completely (which is a really shitty solution). I'd definitely hold off on reinstalling though, it should be able to be fixed another way.
Did you try removing all of your configs and launching with -autoconfig?

Actually did this just a few minutes ago. The errors were fixed, which points to a config problem. I can't really narrow it down, though, because when I put it back the issues came back, but not completely. Things weren't slow, but people were still constantly sliding and some sounds (mainly critical hit sounds) wouldn't play.

I thought the update yesterday would have fixed it, but it came up again today as soon as I launched TF2. Tried hopping into a local server to mess with my hud, and moving around/firing was incredibly slow (this is what it's SUPPOSED to be like). Jumped into a random server and everyone was sliding around like last time. When I tried to stream it to a friend before the patch yesterday, the playback via the stream showed that my actions were at normal tf2 speed.
If anyone can help, I'd be most appreciative.

I don't think that changing the hitsound volume affects the server time.
#8 In the first movie the round timer and actual time are not in sync. It's slowed down by about 20%. The servertime itself is slower, for whatever reason. Apparently only the listen server is affected since you moved normally on other servers.
