How do I get a a stream to have multiple quality options, instead of just one? For example if I want to stream at 720p 60fps is there a way to have a 360p or a 480p option as well?

You need to be partner to have multiple quality options.

You can only get the transcode options if you're a Twitch partner.

EDIT: 3 seconds for the first part, worth it.
