in-game settings help/ config

I'm not too good once with comes to configs, but this is my problem:
My in-game chat works, but i can't hear people who are specifically on my friends list, in-game chat, or in-game voice. do you know how to fix it? and what exactly happened? i am using a friend's config, and can't figure out what it is :/

You could use Mumble...
