Just got my new pc and I have this issue. Whenever I'm browsing through web or just open some stuff, my pc just keeps freezing. It freezes for around 30 or so seconds and then gets back to working like usual, but it just keeps happening. Haven't ran any games on it yet. Mostly downloaded programs that I use every day. Like skype, steam, chrome, spotify etc.

AMD FX-Series FX-8350
Asrock 970 Extreme3 R2.0
Cooler Master ATX 2.3 Thunder 700W
Cooler Master High Air Flow HAF- 912
Cooler Master HYPER TX3 EVO
Gigabyte GF GTX760

Not at all. I have 3 fans installed. Temperature hardly goes over 29°.
