Fixing frame skips?

I'm wondering if anybody else experiences random, small freezes (only a fraction of a second), often when weapons fire. It doesn't seem to relate to how high my video settings are tweaked or anything, but it really gets in the way.

Any ideas?

I get this same problem still occasionally, have tried various settings too.

only happens to me if i have any instance of flash open (ie: streams, youtube)
