Before today, whenever I try to alt + tab in tf2 this is what I get:

The small black rectangle is "tf2" and I cannot click anywhere else on my desktop until I pull up task manager.
I don't have any strange video settings, I disabled steam overpay, run in 1920x1080.

Try using noborder windowed mode:
-w 1920 -h 1080 -windowed -noborder
in Launch options.

stop recommending window noborder as a solution to alt tab not working, its wrong.
fullscreen is objectively better from an input lag and fps standpoint.
This happens all the time to me though in win10 but generally i just alt tab 2x and it goes back to working fine. If you have your dxlevel in your launch options, take it out
also if you updated your windows 10 this week check your resolution and make sure its not set to 3D

Try removing -no3dx9x from your launch options if you're using it,that's what fixed my alt tab issues,gl if that's not the case.
