For some reason this has never occurred to me until today, but I just had the idea to change the PREC start and finish notifications to "glhf" and "gg" respectively so I can be polite automatically. Of course for this to be any use it would need to be in allchat rather than team chat.
I went into the PREC config files but all I could see was an option to change the message itself. I'm sure it used to have the whole thing, e.g. say_team "Recording...", but maybe that was taken out, or I just imagined it? Anyone know if there is a way to do this?

There's a prec cvar for this. Not sure what it is off the top of my head, but just do "cvarlist prec_" in console and you should be able to find it pretty easily. I have mine set to only show the prec messages in the top right of my HUD instead of the chat.

The hud thing is done with prec_notify 2. There is no way to use allchat with that command, the only options are to show it in console, show it in teamchat, and show it on your hud. I couldn't find a way to escape the recording message in console to make it execute commands so I don't think that option can be used to accomplish what OP wants.
