So given my ssd broke recently i had to put windows onto my hard drive and reinstall everything. All seemed to be going well but recently my display driver seems to have a habit of not working briefly at random when i start playing TF2. Does anyone know a fix for this?

I do not know the fix, but maybe, have you tried checking if all the cables inside your computer are correctly connected and your graphics card is placed in the right spot properly?
Also try reinstalling the drivers, downloading the latest ones from your vendors website.

Replacing your DisplayPort cable is a good bet (a replacement from the reputable blue jeans cable fixed my 144hz/gsync monitor problems https://www.bluejeanscable.com/store/dvi-cables/index.htm )--the power cable could also be the problem.
These are definitely great suggestions, too:
