How is this meant to combat terrorism/crime? This won't change a thing if they communicate e.g. on facebook, in email, etc.
Sure those websites/services have their own safeguards, but I don't understand why internet history needs to be kept for countering crime. If it's for countering child porn I imagine it make more sense, but surely most websites have unsuspicious names and a password system to avoid indexing?
