Settings and custom cfgs not working

I've had my TF2 running at max settings for a while now but wanted to lower them to get some more FPS but everytime I do when I reboot the game it always reverts back to max. I even tried installing B4nnys config but that doesn't work, it doesnt change anything about how the game looks even if I try to force it with the console after booting. How do I fix this?

I've got nothing odd in my boot options except the usual, the cfg is all installed correctly. How do i fix this
