I get this little stutter if I don't resart my computer enough.. I have 800fps and my GPU and CPU are chill and not working hard. How can I fix this without restarting computer?

you should generally be restarting every day regardless. things that get used less break less
make sure your graphic drivers are up to date
does this happen in every game? or is it just tf2? does the stutter occur while you're running a game or is it even happening on your desktop?

windows has a "feature" called fast startup, or fast boot. I believe it's on by default, not sure. When you shut down your computer, it does not really turn off and instead just hibernates. you might want to check that you dont have that, because your CPU uptime could be hundreds of hours and messing with something (you can check that in task manager > performance > CPU)
