Been jumping a bit more and i've noticed that maps are taking an incredibly long time to download (10-15+ minutes) and I do have a decent internet connection.

Probably need to adjust your router QoS settings.

I just checked my common/team fortress 2/tf/maps folder and none of the jump maps are in there? Where exactly are they getting stored since the steampipe update? The only custom one I have in there is process_rc3 but I put that in there manually.

Is there just like a huge pack of all the maps on the jujump/jump servers that I could just download and install manually?

Make sure you configure downthemall to only download the .bz2 files. Then just use winrar or 7zip to mass uncompressed everything.
