Steam won't connect, but I have internet

I have internet but steam won't connect to it's servers. Although it still shows me adds and I can download I can't use the I.M. service or play games online. Anyone know why?

Edit: I reinstalled steam, and now my steam won't even launch

Try setting the config of the properties such that low priority isn't working, it worked for me
