One of my real life friends who plays tf2 has a ping problem. On one of his favorite servers he would play with normal ping, then each day at a specific time he'll get high ping. He'll ping fine on other servers except this one, it's weird after a few hours it goes back to normal. Anyone know what might cause this?

if he lives in a neighborhood where people use the same provider than it might slow down a bit in the peak period after work ends 6-9ish. Typically this is when the most people are using the internet and there isnt enough bandwidth to go around.

Edit: if its to only one server though then im not really sure my bad

The problem is that he pings terribly to only this server, and not on others

I have similar issues but its just random servers like a 50/50 toss up and after maybe 20 minutes it goes back to normal. I have no idea what causes it

Use a program like Ping plotter to do a trace route and see if any of the servers he's routing through is are causing issues. I know fucking SCNET caused a lot of problems for me for a while.

make him put tracert ##.###.### into console (obv replacing #'s with ip address) and then see if there's a specific issue at one part of the routing that is making the ping spike to make sure its just not shitty routing
