I am using a laptop and I used to get 70-120 fps. I stopped playing for a week, came back and now my fps is capping at exactly 31. Looking for some tips or suggestion to fix this.
-I've used "fps_max 121" and it still caps at 31.
-Specs: 630M NVIDIA 1GB
Intel Core i7-3610QM CPU 2.30GHz
-Using Chris high frames / tried max frames --no change
-My ping is generally 30-50...and it is consistently at 5 on scoreboard. Here is a picture.

Another issue is that my tf2 is only loading Chris high frames even when I have moved it out of the custom folder. I tried putting in a custom hud but it still doesn't change? Anyone know the solution to this?

Your autoexec.cfg doesn't go in your custom folder. it should be in tf/cfg

So do I just replace the files in the cfg folder?

Make sure that you put your autoexec in tf/custom/UserStuff/cfg. If you don't have UserStuff, create that as a folder

Gpu vsync? How can I fix it?
I have Tf2 on high perf nvidia processor and the vertical sync is off.
