On and off for years now, I've had this type of freezing in tf2:
http://www.youtube.com/watch?v=o1oR4UuF6XQ (about 10 seconds in) (please don't make fun of my subpar dm abilities)
It happens in every server, but it's more common in MGE servers.
I've gone to a lot of forums about this problem, and I know you guys are more knowledgeable than pretty much anyone else about this stuff.
Does anyone have a fix for this? It's frustrating to play pocket like this, as it seems like every time I get ubered it freezes at least once and wastes it.
EDIT: put it in 480p to see net_graph

It's most likely an internet issue and not something fixable with any TF2 command. You said you were getting the same problem in Quake and your netgraph shows your ping jump up by 100.

It's persisted through multiple routers/modems, though.
then again I know nothing about computers, but w/e.

Are you using the same network card, though? Are you running wireless?

I was having this happen yesterday but I assumed it was an internet problem as it went away

Yes, I'm running wireless, and that's probably exactly the problem.
I feel really dumb now.
