The "Raw input" option gives users more reliable mouse aiming by bypassing operating system mouse settings.
Ignores any windows mouse settings.

jp_Do you have another config.cfg in your custom folder? If you do, remove it.
BenroadsCheck in your custom cfg folder if there is a config.cfg if so delete it. That would be overwriting your crosshair settings.
disengageif you have all your settings saved in your autoexec/class cfgs, delete config.cfg and turn off steam cloud
KAMOI ran into this issue post-Steampipe, where I accidentally had CFG files in tf/cfg and also tf/custom/cfg, check for duplicates!

It's personal preference. Use whatever feels comfortable to you.
There aren't any config.cfg in my custom folder to the best of my knowledge, and my steam cloud is off...

Your config files were likely copied over during Steam Pipe update.
Look under 'common/team fortress 2/tf/cfg'
You can move those to your custom folder by adhering to this folder structure: 'tf/custom/custom cfg/cfg'.
Your 'custom cfg/cfg' folder will take precedence over 'tf/cfg' as far as I know.
The config.cfg in 'custom cfg/cfg' will be copied to 'tf/cfg' upon startup.
